Is there a way I can receive an email alert when a job or task has been deleted?

Yes, I just did this as well. Set a trigger on the job, type of visualcron and you set the event you want to trigger on. One is "job deleted".

Yes, I have found the trigger "job deleted", however I need to create an email alert. I have created a condition for the email alert showing the job id and job name but I doesn't seem to be working.

The job trigger is when a job is deleted, the task is to send the e-mail.

I have created both the trigger and task for email. But when I delete the job I don't get an email notification.

Please verify that the Job really Triggers. You can try running it manually for testing. If failing - check the output.
