Is there way to Refresh, Not Calculate, an Excel Spreadsheet before using the Upload to SharePoint task?

There is currently no "simple" way of doing this. We are however thinking about adding a function for this at some point.

What you can do in the meanwhile is use the Office Macro Task and write a script/function that uses the Refresh function in excel and use that for your purpose.
