We have a default-flow that sends error-mails to our team if a job fails. This works great!
But when we are changing jobs or testing out new stuff, error-mails are sent although there are no real problems. Team members therefore never now if mails indicate real problems or are just the result of tests.

It would helpful if notifications had an "active" or "enabled" switch, so they could be disabled when working on jobs.

Yes we have this problem also. What we end up doing is removing and re-adding the notifications but that is not ideal.
